Permits wrongful death actions caused by a peace officer to be commenced at any time after the decedent's death, matching the unlimited timeline for deaths caused by intentional acts constituting murder.

Makes all changes effective the day following final enactment and applies them retroactively to causes of action that arose before enactment if the limitations period has not yet expired.
