S.F. No. 82 - Peace Officer Grievance Arbitration Selection

• Establishes a new arbitrator selection procedure for peace officer grievance arbitrations related to written disciplinary action, discharge, or termination decisions.

• Requires the governor to appoint a roster of at least 25 arbitrators with training and experience in peace officer grievances, in consultation with community and law enforcement stakeholders.

• Mandates arbitrators complete initial and ongoing training on culture competency, racism, implicit bias, and community diversity and cultural differences.

• Removes parties' ability to participate in or negotiate arbitrator selection; the commissioner must assign arbitrators on a random or rotating basis, and decisions are binding.

• Applies to all peace officer grievance arbitrations under collective bargaining agreements negotiated after enactment and supersedes conflicting provisions in state labor law and Minnesota Rules chapters 5500-5530 and 7315-7325.
