Establishes an independent Use of Force Investigations Unit within the Bureau of Criminal Apprehension to investigate officer-involved deaths resulting from peace officer use of force.

Superintendent of the BCA, in consultation with the commissioner of public safety, shall select a special agent in charge of the unit and develop conflict-of-interest policies for assigned investigators.

Unit may also investigate conflict of interest cases involving peace officers and other public officials accused of crimes, including sexual assault.

When a BCA peace officer is the subject of an officer-involved death investigation, the attorney general shall select an independent investigatory agency to conduct the investigation.

Requires superintendent to make case files publicly available within 30 days of the end of the last criminal appeal and submit annual reports by February 1 to the commissioner, governor, and legislative committees detailing investigations initiated, outcomes, charging decisions, and plea agreements.

Appropriates unspecified general fund amount for fiscal year 2021 to establish and operate the unit.
