Restores voting rights to individuals convicted of felonies upon completion of incarceration or immediately upon sentencing if no incarceration is imposed.

Modifies voter registration applications and polling place rosters to reflect that individuals who are not currently incarcerated for a felony have the right to vote, rather than requiring sentence completion.

Requires the Secretary of State to develop comprehensive information about voting rights for people charged with or convicted of crimes and distribute it to judges, court personnel, probation officers, and corrections officials.

Mandates that correctional facilities and probation/supervised release agents provide notice of voting rights restoration and voter registration applications to individuals being released from incarceration or under correctional supervision for felony offenses.

Clarifies that failure to provide notice does not prevent restoration of voting rights, and updates discharge statute to restore full citizenship including voting rights upon discharge.
