Municipalities may opt out of state mandates by majority vote of their governing body through adoption of a resolution.

"Mandate" is defined as any state law or rule requiring municipalities to make expenditures that could be deferred or abated to provide financial flexibility during the COVID-19 crisis.

Opt-out resolutions are effective for the time period specified in the resolution, with a maximum duration through November 30, 2021.

The authority to opt out is effective June 1, 2020, and expires November 30, 2021.
