Prohibits peace officers from using lateral vascular neck restraints, choke holds, neck holds, tying a person's limbs together behind their back, and transporting a person face down in a vehicle.

Bans any other restraint that restricts free movement of a person's neck or head except when necessary to protect the peace officer or another from imminent harm.

Requires all local and state law enforcement agencies to update and enforce written use-of-force policies by January 1, 2021 to align with the prohibited restraint practices.

Amends Minnesota Statutes sections 609.06 and 626.8452 to establish statutory prohibitions and policy requirements for law enforcement agencies.

Becomes effective the day following final enactment.
