Extends certain COVID-19 human services program waivers and modifications issued under Executive Orders 20-11 and 20-12 to remain in effect after the peacetime emergency expires, based on federal law requirements and timelines.

Seven waivers related to Medical Assistance, MinnesotaCare, nutrition assistance, and refugee programs may remain in effect according to applicable federal law or federally approved waiver periods.

Twelve waivers related to telemedicine, remote services, housing support, and personal care assistance remain in effect until June 30, 2021, unless federal approval is not received.

Allows all other COVID-19 waivers not specifically extended to remain in effect for a maximum 60-day transition period to enable programs to return to normal operations.

Extends telemedicine flexibilities in the medical cannabis program until June 30, 2021, and appropriates funds from the coronavirus relief fund for housing support temporary absence policy modifications.
