• Appropriates $13.07 billion in fiscal year 2021 for personal care assistance, direct care and treatment, MFIP supplemental payments, veterans affairs, public safety, and corrections operations.

• Increases personal care assistance rates by 13.75 percent temporarily in response to COVID-19, requiring providers to use at least 80 percent of additional revenue for worker wages and benefits.

• Modifies background study and licensing requirements for family child foster care providers, including stricter disqualification standards and review procedures for nondisqualifying background information.

• Increases monthly hour limits for personal care assistants and CFSS support workers from 275 to 310 hours per month.

• Authorizes sale of surplus state lands in multiple counties and adds or deletes specific parcels to/from Fort Snelling State Park and Iron Range Off-Highway Vehicle Recreation Area.
