HF 16 Summary

• Prohibits the commissioner of public safety from suspending a driver's license based solely on failure to appear in court for petty misdemeanor charges or violations of section 171.24 (driving after suspension or revocation).

• Prohibits suspension of a driver's license based solely on failure to pay fines or surcharges for motor vehicle violations.

• Requires retroactive reinstatement eligibility for individuals whose licenses are suspended only due to failure to appear, failure to pay fines, or conviction under section 171.24, subdivisions 1 or 2; individuals must pay a $20 reinstatement fee and be notified by December 1, 2020.

• Requires annual reports by February 15 from the commissioner of public safety and state court administrator detailing driver's license issuances, suspensions, revocations, charges, convictions, and fine payment patterns.

• Effective date of August 1, 2020 for retroactive reinstatement provisions.
