Prioritizes reimbursements from the dry cleaner environmental response and reimbursement account to persons meeting specific criteria, with descending priority given to response actions by qualified persons and commissioner expenditures on behalf of failed operators.

Prohibits use of perchloroethylene as a dry cleaning solvent effective December 31, 2023.

Transfers $600,000 the first year from the remediation fund to the dry cleaner environmental response and reimbursement account, with $600,000 in the second year contingent on 2020 legislative action addressing account insolvency.

Requires the commissioner to prepare a report by January 15, 2021, assessing insurance recovery possibilities, long-term revenues and expenditures, and recommendations for covering future dry cleaning environmental response costs.

Appropriates $400,000 in fiscal year 2021 from the remediation fund for a cost-share program providing up to $25,000 per dry cleaning facility owner or operator to transition away from perchloroethylene to environmentally preferred alternatives.
