Allows grant encumbrances issued by June 30, 2020 to be certified for an additional two fiscal years beyond the scheduled appropriation cancellation date, upon commissioner of management and budget approval, as COVID-19 relief.

Exempts this extension from the standard requirements in Minnesota Statutes sections 16A.28, subdivision 6, and 16B.98, subdivision 7.

Requires the commissioner of management and budget to submit a report by December 31, 2020 to legislative finance committees detailing all encumbrances requested and whether each was approved or denied.

Takes effect the day following final enactment and applies to all grants encumbered on or before June 30, 2020.
