Modifies advanced biofuel, renewable chemical, and biomass thermal incentive programs by establishing September 1, 2021 deadline for facilities to submit initial claims, with no new claims accepted after that date unless previously submitted by July 31, 2021.

Appropriates $5,000,000 in fiscal year 2020 and $5,000,000 in fiscal year 2021 from the renewable development account to the commissioner of agriculture for payments to producers of advanced biofuels, renewable chemicals, and biomass thermal energy.

Appropriates $5,200,000 in fiscal year 2021 from the renewable development account to the commissioner of commerce for a grant to the University of Minnesota West Central Research and Outreach Center for a hydrogen and ammonia production energy storage pilot project, contingent on matching federal Department of Energy funding.

Appropriates $3,800,000 in fiscal year 2021 from the renewable development account to the commissioner of employment and economic development for a grant to the Mountain Iron Economic Development Authority to expand a solar module manufacturing plant building.

Modifies budget surplus allocation priorities to transfer $22,000,000 to the clean water fund beginning in fiscal year 2025 and $10,000,000 to the renewable development account.
