A $10 fee is charged for taking a third or subsequent knowledge test after failing two consecutive tests, and a $20 fee is charged for taking a third or subsequent skills or road test after failing two consecutive tests.

A $20 fee must be paid by individuals who fail to appear for a scheduled skills or road test or cancel within 24 hours of the appointment.

The commissioner is prohibited from scheduling or reserving recurring time slots with driver education programs for administering skills or road tests to class D or commercial driver's license applicants.

Licensed driver education programs must be granted free access to the department's online knowledge testing system and may administer the test to their students for a fee not exceeding $10, with the department administering the fourth or subsequent test.

The commissioner must report by January 1, 2021, on road test backlog plans and results, and by January 1, 2022, on online knowledge testing implementation, with $450,000 appropriated for system implementation and $55,000 annually for maintenance in fiscal years 2022 and 2023.
