Extends the one-year deadline to meet minimum capital investment and job creation requirements by up to 12 months for projects subject to a governor's peacetime emergency declaration.

Allows grantors to extend the period for meeting wage and job goals by up to two years (instead of one year) if a peacetime emergency occurs during the initial two-year compliance period.

Authorizes the commissioner to approve Minnesota investment fund grants or job creation fund grants up to $2,000,000 for qualified applicants, notwithstanding existing statutory limits.

This grant exception provision expires July 1, 2021.
