• Provides a one-time payment to eligible dental providers to assist with increased costs of personal protective equipment used during COVID-19 pandemic dental services.

• Eligible providers must accept medical assistance patients, be actively enrolled as of September 15, 2020, be located in Minnesota, not use cost-based payment systems, and have received at least $5,000 in medical assistance payments between October 1, 2019 and April 1, 2020.

• Commissioner of Human Services must distribute payments by October 15, 2020, using a formula based on historical claims paid with a fixed dollar amount not exceeding $10 per claim.

• Recipients must attest they have unreimbursable PPE costs incurred after March 1, 2020 that exceed the payment amount and must continue accepting medical assistance patients through December 30, 2020 or return the payment within 30 days.

• Appropriates $5,000,000 from the coronavirus relief fund in fiscal year 2021, with any unobligated funds returned to the coronavirus relief fund by November 1, 2020.
