Appropriates $20,499,000 from the bond proceeds fund to the commissioner of administration for construction, renovation, and equipment of the Department of Agriculture/Department of Health Laboratory Building in St. Paul.

Requires creation of a dedicated biosafety level 3 laboratory space as part of the project.

Includes improvements to meet safety, energy, and operational efficiency needs.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $20,499,000 to fund the appropriation.

Takes effect the day following final enactment.
