Amends Minnesota Statutes 2018, section 171.12, subdivision 7b to authorize dissemination of driver's license and identification card holder data for replacement Social Security card applications

Creates exception to existing prohibition on electronic dissemination of noncompliant license/identification card data outside Minnesota when necessary to perform identity verification for Social Security Administration replacement card applications

Maintains existing prohibitions on disseminating data not disseminated as of May 19, 2017, and using validation/verification systems not in use as of that date, except where necessary for driver's license compact compliance and federal commercial driver's license law

Defines "outside the state" to include federal agencies, other states, interstate organizations, and private entities

Becomes effective the day following final enactment
