Establishes a process for teachers to submit curricula aligned to language arts, mathematics, or science standards and benchmarks for review and best practices sharing by the Department of Education.

Requires a review team consisting of Tier 3 and 4 teachers holding licenses in the relevant subject area to evaluate submitted curricula and identify model curricula for statewide sharing.

Makes selected curricula available on the Department of Education's website or through links to stakeholders' websites by January 1, 2020, with disclaimers that selections are examples aligned to standards but not department endorsements.

Authorizes the Department of Education to pay stipends to review team members and teachers whose curricula are selected for sharing on a first-come, first-served basis.

Appropriates funds from the general fund to the Department of Education for stipends and information technology costs in fiscal years 2020 and 2021, with specific dollar amounts left blank in the bill.
