Amends Minnesota Statutes to add a new exception to the nursing home licensing moratorium by allowing the Commissioner of Health to approve renovation, replacement, upgrading, or relocation of nursing homes under six specific conditions.

Permits an 80-bed city-owned nursing facility in Nicollet County to replace an existing 85-bed facility attached to a hospital being replaced, with threshold costs capped at medical assistance expenses.

Allows 29 beds to be added to a 69-bed facility in St. Louis County, transferred from an existing 235-bed facility that will be reduced to 206 beds without adjustment to payment rates.

Authorizes licensing of 160 beds in an existing New Hope facility (258 beds as of June 1, 2020) with construction improvements and the option to relocate 54 beds to a new Corcoran facility, with property rates calculated under chapter 256R.

Requires projects approved under this subdivision to be treated equivalent to projects approved under existing replacement bed exceptions.
