Appropriates $5,500,000 to the city of St. Paul for capital investment in workforce training facilities serving Southeast Asian language communities.

Funds predesign, design, renovation, construction, furnishing, and equipping of a bus driver and mechanics training facility on Sycamore Street in St. Paul.

Funds predesign, design, renovation, construction, furnishing, and equipping of a health care, manufacturing, and information technology training facility on Plato Avenue in St. Paul.

Allows a portion of the Plato site to be used for colocated high school and child care facilities open to the public, and both sites may include on-site wrap-around supportive services for housing, mental health, adult basic education, and health care enrollment assistance.

Permits the city of St. Paul to enter into lease or management agreements with nonprofit corporations to operate either or both facilities and authorizes use of funds to acquire property for these purposes.
