Establishes the "Dignity in Pregnancy and Childbirth Act" requiring hospitals with obstetric care and birth centers to provide evidence-based continuing education on implicit bias, maternal hypertension, and obstetric hemorrhage by December 31, 2021.

Mandates initial bias training covering personal, interpersonal, institutional, and structural barriers to inclusion; implementing corrective measures; historical and contemporary exclusion effects; health disparities in perinatal care; and current treatment and prevention practices.

Requires annual refresher courses on race, culture, identity, and institutional implicit bias, plus annual updates to training materials for direct care employees and contractors working with pregnant or postpartum patients.

Expands the commissioner of health's maternal death studies to include maternal morbidity, defined as transfusion of four or more blood units or intensive care unit admission during pregnancy or postpartum period.

Grants the commissioner of health access to medical records, medical examiner data, and health records from providers for maternal morbidity and death investigations without subject consent, with classified data protected from discovery in legal proceedings.
