Permits notarization of real estate documents via video conference during a peacetime public health emergency declared by the governor related to COVID-19, provided both parties are physically located within Minnesota and communicate in real time.

Eliminates the requirement for in-person appearance under Minnesota Statutes, section 358.56, for documents recorded pursuant to sections 507.24 and 507.27 during the emergency period and for 60 days after expiration.

Requires notarial officers to create and retain audio and visual recordings of the video notarization as notarial records for a minimum of 10 years.

Effective the day following final enactment and expires January 6, 2021.
