HF 72 Summary

• Amends Minnesota Statutes section 16A.152 to establish priority allocation of future unrestricted general fund surpluses: cash flow account ($350 million), budget reserve account ($1.596 billion), school district aid payments (up to 90 percent), net aid reductions restoration, clean water fund ($22 million beginning fiscal year 2025), renewable development account ($10 million), and Minnesota 21st century fund (up to $20 million total).

• Appropriates $5,000,000 in fiscal year 2021 and $5,000,000 in fiscal year 2022 from the renewable development account to the commissioner of agriculture for bioincentive payments to producers of advanced biofuels, renewable chemicals, and biomass thermal energy.

• Prioritizes bioincentive payments first to claimants who did not receive full payment for fiscal year 2020 claims, then to fiscal year 2021 claimants, then to fiscal year 2022 claimants, with appropriations available until June 30, 2024.

• Effective the day following final enactment for bioincentive program provisions; paragraph (a), clause (5) regarding clean water and renewable development transfers expires after the full amount has been transferred.
