Creates the State Emblems Redesign Commission to develop and recommend new designs for Minnesota's official state flag and seal by January 1, 2021.

Commission membership includes 3 public members appointed by the governor, 2 house members, 2 senate members, and representatives from councils serving African Americans, Latinos, Asian-Pacific Minnesotans, and American Indians, plus 5 ex-officio non-voting members from state agencies.

Requires new designs to accurately and respectfully reflect Minnesota's shared history, resources, and diverse cultural communities, with prohibition on symbols representing only a single community or person.

Commission shall submit report describing recommended designs and their incorporated symbols and meanings to legislature and governor no later than January 1, 2021, after which the commission expires.

Legislature intends to vote on adopting the redesigned seal and flag during the 2021 regular session for effectiveness by May 11, 2021, and is encouraged to retire current emblems respectfully while preserving their history on the State Capitol complex.

Repeals Minnesota Statutes sections 1.135 (state seal) and 1.141 (state flag) effective May 11, 2021.
