Allows commissioner to establish a veterans stable housing initiative to provide resources and support for homeless veterans seeking stable housing, with Homeless Veteran Registry data classified as private and shareable only with specified homelessness prevention partners.

Makes technical amendments to Minnesota GI Bill educational assistance program eligibility and benefit amount provisions, including modifications to references and restructuring of subdivisions 5, 5a, and 5b.

Authorizes commissioner to work with federal, state, local, and private entities to make dental services available to veterans homes residents and to provide adult day care center programs offering therapeutic and rehabilitation services to veterans with authority to collect fees and accept federal funding.

Modifies GI Bill benefit limits: maintains $3,000 per fiscal year and $10,000 lifetime maximum for full-time students, keeps $500 per semester maximum for part-time students, and establishes aggregate limits of $10,000 lifetime across multiple benefit categories.

Requires revisor of statutes to renumber Minnesota Statutes sections 197.791, subdivisions 5a, 5b, and 6 to new references 6, 7, and 8 respectively with corresponding cross-reference updates.
