Authorizes the commissioner to work with federal, state, local, and private entities to make dental services available for veterans homes residents.

Permits the commissioner to engage with the United States Department of Veterans Affairs to support dental benefits programs for veterans.

Changes existing language in Minnesota Statutes 2018, section 198.006 from "shall" to "must" regarding the commissioner's requirement to develop alternative institutional and noninstitutional care programs for veterans.

Adds new subsection (b) establishing dental services as an optional supplemental program while maintaining existing requirements in subsection (a) for least restrictive, most appropriate level of care.
