Establishes the Legislative Task Force on the Design of the State Flag consisting of three senators appointed by the Subcommittee on Committees of the Committee on Rules and Administration and three representatives appointed by the speaker of the house.

Task force shall study the form, style, and design of the state flag and recommend any desired changes while preserving its basic symbolism.

Task force may solicit voluntary service and assistance from vexillologists and other persons with technical or artistic skills in flag construction and design.

Task force must submit its report and recommendations to the legislature by January 15, 2022, and expires after submitting the report.
