Prohibits peace officers from using tear gas in performance of their duties and prohibits law enforcement agencies from supplying or authorizing tear gas use by officers.

Prohibits law enforcement agencies and peace officers from using chemical weapons and kinetic energy munitions (including rubber baton rounds and rubber-coated projectiles) on civilian populations.

Defines "chemical weapons" as toxic chemicals, munitions designed to cause harm through toxic properties, and equipment for employing such munitions, with limited exceptions for non-prohibited purposes.

Requires the board to develop a model policy by November 15, 2020, prohibiting use of chemical weapons and kinetic energy munitions.

Requires every state and local law enforcement agency chief to establish and enforce a written policy identical or substantially similar to the model policy by January 15, 2021.
