Appropriates an unspecified amount from the general fund in fiscal year 2021 to the commissioner of human services to create homeless encampment navigation centers in coordination with the Housing Finance Agency, cities, and counties.

Limits navigation center funding and establishment to cities of the first class only.

Requires navigation centers to provide temporary housing (accessory dwelling units, enclosed trailers, manufactured homes, and hotels), 24-hour staffing and sanitation services, and assistance to individuals seeking services.

Mandates navigation centers assist individuals in obtaining permanent housing to transition out of the centers, and overrides local zoning and nuisance laws to enable center creation.

Makes the appropriation a one-time allocation available until December 31, 2021.
