HF 9 Summary

• Commissioner of management and budget must develop disparity impact notes for proposed legislation upon request from committee chairs or ranking minority members if enactment could significantly change disparities, completed within 10 days and made available to the public.

• "Disparities" defined as differences in economic, employment, health, education, or public safety outcomes between the overall state population and subgroups defined by race, gender, and geography.

• State agencies must certify to the commissioner of human rights by June 30 and December 15 each year the actions taken to ensure new and existing programs will decrease or not increase disparities.

• Commissioner of human rights must evaluate agency actions and report annually by February 15 to legislative committees with jurisdiction over government operations, including agency-specific recommendations and recommendations to the legislature.

• Each budget change item requesting new or increased funding must include a succinct analysis of whether the funding will increase or decrease disparities.
