Allows housing bond issuers who returned bonding authority allocated from the housing pool between January 1, 2020, and the last Monday in June 2020 to elect to have the department retain 100 percent of their initial application deposit.

Credits retained application deposits toward an application deposit for a future application for the same project, provided the department receives it no later than the last Monday in June 2021.

Requires the department to transfer any applicable amount on deposit as directed in Minnesota Statutes, section 474A.21, if no application is made by the last Monday in June 2021.

Takes effect retroactively from July 1, 2020.
