Declares racism a public health crisis affecting Minnesota, based on recognition by major medical associations (American Medical Association, American Academy of Pediatrics, American College of Obstetrics and Gynecologists, American Public Health Association) that racism is a social determinant of health with profound impacts across individuals' lifespans.

Documents that racism is embedded in America's foundation since 1619 slavery and Jim Crow era, creating persistent disparities in housing, education, employment, criminal justice, and health outcomes, with Black and Indigenous Minnesotans experiencing the highest excess death rates at every age demographic.

Commits the Minnesota House of Representatives to actively dismantle racism through collaboration with law and justice agencies, assessment of House policies and practices through a racial equity lens, review of hiring and vendor selection processes, and enhanced education on racism's impacts on public health and human services.

Establishes a House Select Committee on Minnesota's response to addressing racism as a public health crisis to analyze legislative efforts through an intersectional race equity lens.

Encourages the Governor and Senate to adopt similar resolutions affirming racism as a public health crisis with consequences across family stability, health, education, employment, public safety, criminal justice, and housing.
