Suspends ineligibility rules for high school students age 16 or older who apply for unemployment insurance benefits between March 15, 2020, and December 30, 2020, including students in attendance, distance learning, or on school vacation.

Makes the provision retroactively effective from March 16, 2020, and allows it to expire on December 30, 2020, or when appropriated funds are fully expended.

Appropriates $27,900,000 in fiscal year 2021 from the coronavirus relief federal fund to the commissioner of employment and economic development for deposit in the unemployment insurance trust fund.

Requires the commissioner of management and budget to determine whether benefit payments are an allowable use of coronavirus relief federal funds before any payments are made, with benefits not paid if deemed non-allowable under federal law.

Designates the appropriation as a onetime allocation.
