Creates a workers' compensation COVID-19 reimbursement fund managed by the Minnesota State Board of Investment to reimburse providers for COVID-19 costs paid to employees in job classifications with presumption under Laws 2020, chapter 72, section 1.

Establishes reimbursement eligibility thresholds: providers with less than $5,000,000 annual premium are eligible after paying $100,000 in COVID-19 costs; other providers are eligible after paying $1,000,000.

Reimbursements made on first-come, first-served basis with a deadline of December 30, 2020, and are reduced by any amounts received from the Workers' Compensation Reinsurance Association or other third-party sources.

Appropriates $375,000,000 in fiscal year 2021 from the federal coronavirus relief account to the reimbursement fund, with funds available only until December 30, 2020.

Requires the commissioner of labor and industry to report to the legislature on reimbursements paid by September 1, 2020, November 1, 2020, and January 15, 2021.
