Commissioner of human services shall make a one-time payment to eligible dental providers by October 15, 2020, to assist with increased costs of personal protective equipment used during the COVID-19 pandemic.

Eligible providers must accept medical assistance patients, be actively enrolled as of September 15, 2020, be located in Minnesota, not be paid on a cost-based system, and have received at least $5,000 in medical assistance payments from October 1, 2019 through April 1, 2020.

Payment amounts are based on a distribution formula using a fixed dollar amount not to exceed $10 per historical claim submitted before August 1, 2020.

Providers accepting payment must attest they have unreimbursable PPE costs incurred after March 1, 2020 that exceed the payment received, and must continue accepting medical assistance patients until December 30, 2020 or return the payment.

$5,000,000 is appropriated from the coronavirus relief fund in fiscal year 2021, with any unobligated funds returned to the coronavirus relief fund by November 1, 2020.
