Reimburses workers' compensation reinsurance association members for COVID-19 claims with dates of injury from April 8, 2020, to May 1, 2021, by aggregating losses toward retention limits under Minnesota Statutes chapter 79.

Excludes from reimbursement any losses already reimbursed or eligible for reimbursement from the federal CARES Act coronavirus relief fund or other government or third-party sources.

Allows employers to deduct additional COVID-19 paid leave from temporary total or partial disability benefits, provided the net payment to employees does not fall below what they would have received for disability benefits alone.

Requires employers deducting additional paid leave to report injury details, make liability determinations within specified timeframes, and adjust payroll records to ensure proper treatment of regular paid leave and income taxes.

Extends the deadline for the commissioner to recommend CAMPUS and Office of Administrative Hearings case management system improvements from January 11, 2021, to January 17, 2022.
