Amends Laws 2020, chapter 73, section 7 to expand the severability clause, clarifying that if any provision, word, phrase, or clause is found invalid, the remaining portions of the act remain enforceable.

Establishes contingent enforcement of Minnesota Statutes, section 151.74, subdivision 3, allowing the provision to remain enforceable if a judicial order temporarily or permanently restrains it, and restoring full force if the order is stayed or dissolved.

Authorizes insulin manufacturers to submit reimbursement requests to the commissioner of administration for payments made to pharmacies under Minnesota Statutes, section 151.74, subdivision 3, paragraph (d), with the commissioner required to reimburse all valid requests.

Appropriates an unspecified amount from the health care access fund in fiscal year 2021 to the commissioner of administration for manufacturer reimbursements as a one-time appropriation, effective only if the commissioner is authorized to make reimbursements.

Section 2 expires June 30, 2021, and becomes effective only if a judicial restraining or enjoining order of section 151.74 occurs.
