Appropriates $25,000,000 from the coronavirus relief federal fund to the Department of Education for fiscal year 2021 for school reopening grants.

Public and nonpublic schools may apply for grants if they meet the commissioner's deadline, students fulfill state compulsory attendance laws, and they agree to spend funds only on allowable uses.

Grant awards must be allocated equally on a per-pupil basis to all qualifying applicants.

Funds must be used for purposes related to reopening school buildings for in-person instruction, including personnel and material costs for student and staff safety, basic and enriched educational services, and prioritization of students needing additional services due to 2019-2020 distance learning.

Appropriation is available until December 30, 2020, and requires the commissioner of management and budget to determine eligibility as a coronavirus relief fund use before spending.
