S.F. No. 30 - PROMISE Act Summary

• Establishes a Community Repair Panel to review claims and award one-time disaster assistance payments to eligible persons (nonprofits, businesses with ≤50 employees, property owners, and residents) impacted by civil unrest in Minneapolis and St. Paul between May 25-June 8, 2020, with $125 million appropriated for awards and $5 million for administrative costs.

• Creates the Metropolitan Area Redevelopment Corporation led by people of color and indigenous people to address racial discrimination impacts through grants to nonprofit organizations for health care, small business development, housing, and economic development in the seven-county metro area.

• Imposes a 0.125 percent sales and use tax beginning January 1, 2021, in metropolitan counties (subject to reverse referendum) with proceeds funding the redevelopment corporation.

• Provides tax exemptions for building materials, equipment, and cleaning services used to repair property damaged during the unrest; allows property tax abatements of 50-100 percent for properties with 25+ percent damage; restricts commercial and residential rent increases to pre-March 2020 levels.

• Establishes a Civil Unrest Investigatory Commission of ten neutral persons appointed by the Chief Justice to create a public record of government responses, decisions, and timeline of events during May-June 2020 unrest, with a report due December 15, 2020.
