Authorizes notaries to accept video conference appearances in real time for real estate document notarization during a peacetime public health emergency, satisfying the personal appearance requirement under Minnesota Statutes section 358.56

Applies to documents recorded under Minnesota Statutes chapters 507, 508, and 508A, and permits individuals acting on their own behalf or in a representative capacity to appear via video from different locations

Defines "peacetime public health emergency" as any peacetime emergency declared by the governor in an executive order relating to COVID-19

Remains in effect for 60 days after the expiration of a peacetime public health emergency

Takes effect the day following final enactment and expires January 6, 2021
