Prohibits the commissioner of public safety from scheduling or reserving recurring time slots with driver education programs for administering skills or road tests to class D or commercial driver's license applicants, effective immediately.

Requires implementation of online knowledge testing for driver's licenses by November 1, 2020, allowing licensed driver education programs and approved entities to administer tests at no charge for access, with a maximum $10 fee to test-takers.

Commissioner must administer the fourth and subsequent knowledge tests directly; programs and entities must provide computers, equipment, and proctors for online test administration.

Requires a backlog report by January 1, 2021, detailing road test statistics, wait times, locations, plans to address backlogs, and recommendations on third-party testing authorization and legislative changes.

Appropriates $450,000 for online knowledge testing implementation and increases the annual maintenance budget by $55,000 in fiscal years 2022 and 2023.
