S.F. No. 41 - Corrections and Public Safety Appropriations

• Appropriates $1,208,000 for fiscal year 2020 and $17,338,000 for fiscal year 2021 to corrections and public safety agencies from the general fund.

• Provides $481,000 (2020) and $7,419,000 (2021) for correctional institutions, including $481,000 (2020) and $9,888,000 (2021) for additional compensation and overtime costs, with base reductions of $2,469,000 to $7,407,000 through fiscal year 2023 for prison population reduction using community-based supervision alternatives.

• Allocates $543,000 (2020) and $9,333,000 (2021) for community services, including $3,925,000 for community supervision subsidies, $2,613,000 for county revocation intervention service centers, and $365,000 for cognitive behavioral and sex offender treatment programs.

• Appropriates $4,482,000 for fiscal year 2021 to the Bureau of Criminal Apprehension for $3,096,000 to test sexual assault examination kits and develop an informational website for survivors, and $1,386,000 for laboratory staffing and forensic testing capacity to combat violent crime.

• Provisions are effective retroactively from June 30, 2020.
