Reduces the minimum occupancy threshold for "places of public accommodation" from 200 to 100 people, applying to sports arenas, stadiums, theaters, convention halls, special event centers, and similar facilities.

Requires automatic sprinkler systems for fire protection in places of public accommodation if the facility was constructed, added to, or altered on or after August 1, 2008, and has an occupant load of 300 or more.

Clarifies that in municipalities that have not adopted the State Building Code by ordinance, the commissioner shall enforce these sprinkler system requirements in accordance with existing enforcement procedures.

All sections are effective the day following final enactment.
