Appropriates unspecified funding from the general fund in fiscal year 2021 to the Commissioner of Human Services to create navigation centers for homeless encampment residents in coordination with the Housing Finance Agency and local governments.

Limits navigation center funding and establishment to cities of the first class.

Requires navigation centers to override local zoning and nuisance laws and provide temporary housing (accessory dwelling units, enclosed trailers, manufactured homes, hotels), 24-hour staffing and sanitation services, and assistance to individuals.

Mandates navigation centers offer assistance to individuals seeking permanent housing to transition out of the centers.

Designates the appropriation as onetime funding available until December 31, 2021.
