Appropriates $5,200,000 in fiscal year 2021 from the renewable development account to the commissioner of commerce for a grant to the University of Minnesota, West Central Research and Outreach Center for an ammonia and hydrogen energy storage pilot project.

Appropriates $3,800,000 in fiscal year 2021 from the renewable development account to the commissioner of employment and economic development for a grant to the Mountain Iron Economic Development Authority to expand a city-owned solar module manufacturing plant in the Renewable Energy Industrial Park.

Funds for the ammonia project are contingent on certification that the U.S. Department of Energy Advanced Research Projects Agency-Energy has committed an equal or greater award to the project.

Both appropriations are one-time only, with any unexpended amounts required to be returned to the renewable development account by June 30, 2022.
