Requires nursing homes, housing with services establishments, and similar long-term care facilities to establish and maintain comprehensive COVID-19 infection control programs following CDC guidance, including baseline and serial screening for all residents and staff.

Testing products used must have received Emergency Use Authorization from the federal Food, Drug, and Cosmetic Act, and costs are reimbursable when they meet the definition of "allowable costs."

Commissioner of Human Services shall make one-time baseline screening grants to facilities that have not completed COVID-19 baseline screening and reimburse facilities for eligible COVID-19 testing services costs via submitted cost reports.

Facilities must first seek reimbursement from public health care programs (Medicare, Medicaid, MinnesotaCare) for testing services before seeking reimbursement under this bill; reimbursement available only after public program denies claims.

Appropriates unspecified amounts from the coronavirus relief fund in fiscal year 2021 for baseline screening grants and serial screening cost-based reimbursement, both as one-time appropriations.
