Appropriates $500,000 from the general fund to the Department of Education for fiscal year 2021 for a grant to the African American Registry

Requires the African American Registry to develop a Readability Level System and integrate it into the Teachers' Forum to help teachers and teacher candidates improve reading literacy comprehension

Mandates that Minnesota teacher preparation institutions and K-12 schools be allowed to use the reading maturity metrics in the Readability Level System

Requires the African American Registry to submit a detailed report to the legislature by January 15, 2022 documenting how the grant funds were used

Sets the base appropriation for fiscal year 2022 at $0
