Allows housing bond issuers who returned bonding authority from the housing pool between January 1, 2020, and the last Monday in June 2020, to retain 100 percent of their initial application deposit.

Permits issuers to credit the retained application deposit toward a future application for the same project submitted by the last Monday in June 2021.

Requires the department to transfer any remaining deposited amounts according to Minnesota Statutes section 474A.21 if no application is submitted by the last Monday in June 2021.

Takes effect retroactively from July 1, 2020.
