Declares racism a public health crisis in Minnesota, citing over 100 studies linking racism to worse health outcomes and disproportionately high excess death rates in Black and Indigenous communities.

Defines racism through an intersectional lens including individual, systemic, and institutional forms, and acknowledges its intersection with disabilities, immigration status, gender, and LGBTQ+ communities.

Requires the Minnesota Senate to conduct assessments of its own policies and practices through a racial equity lens, including review of hiring, promotions, vendor selection, and leadership appointments.

Directs the Senate to enhance education on how racism affects public health, family stability, education, economic development, public safety, housing, and human services delivery.

Establishes a Senate Select Committee on Minnesota's response to racism as a public health crisis and encourages the Governor and House to adopt similar resolutions.
