H.F. No. 17 Summary

• Prohibits the commissioner of public safety from suspending driver's licenses based solely on failure to appear in court for petty misdemeanors or violations of section 171.24, subdivisions 1 or 2

• Eliminates automatic license suspension for conviction under section 171.24, subdivisions 1 or 2, and prohibits suspension based solely on failure to pay fines or surcharges

• Makes driver's licenses eligible for retroactive reinstatement by December 1, 2020, for individuals whose licenses were suspended only due to failure to appear in court (for petty misdemeanors or section 171.24 charges), failure to pay fines, or conviction under section 171.24, subdivisions 1 or 2; requires a $20 reinstatement fee

• Requires annual reports to legislative committees by February 15 from the commissioner of public safety and state court administrator on driver's license issuance, suspensions, revocations, charges, convictions, and fine payment data

• Effective date of September 1, 2020, for retroactive reinstatement provisions
